Supervision At Its Best

It would be interesting to note how many LPC supervisors have provided their counselor interns with a copy of the law and rules that regulates the practice of mental health counseling in the state of Louisiana. It would also be interesting to note how many supervisors incorporate the law and the rules as an integral part of the counselor intern’s professional development. Those supervisors who regularly discuss the law and rules with their counselor interns probably find it informative and enlightening.

The more inquisitive counselor intern will seek out this information on their own but will need assistance in fully understanding the law and rules. A counselor intern was recently assigned the task of researching one facet of the rules and discussing it with their supervisor. This dealt with the utilization of supervised hours earned in a post-master’s degree course or a doctoral degree program. In Ά705 (A) (2)(a.ii.) we find that, “An applicant may utilize supervised hours earned in post-master's degree courses in counseling or in a doctoral degree program in counseling toward the required hours of supervised experience in addition to exercising the option of substituting 30 graduate semester hours earned beyond the master's degree for 500 hours of supervised experience, as long as supervised experience, practicum, or internship courses are not included in the 30 graduate semester hours that are used to substitute for 500 hours of supervised experience. In no case, may the applicant have less than 2,000 hours of supervised experience.” This means that there is an option of utilizing the supervised hours in the post-master’s and doctoral programs or substituting 30 graduate semester hours earned beyond the master’s degree for 500 hours of supervised experience. While earning supervised hours in this manner you must also be aware that no more than 500 hours of supervised experience can be earned and that you may not have less than 2,000 hours of supervised experience. That means you must have at least 2,000 hours of supervised experience.

Sounds confusing? It shouldn’t be if the time were taken to study the rules and be aware of how they affect the public, you as a supervisor, and your counselor intern. This takes providing professional development strategies one step further. Knowing where the counselor intern is in regards to their development, there will always be an opportunity to provide them with whatever is needed to advance to the next level. This will be evident in the supervisory relationship. What better instrument to use in this advancement other than the law and rules that are in effect to protect the public.

This article addresses only one small facet of the law and rules. It should be the responsibility of all supervisors to become more familiar with every aspect of the law and the rules because they represent the foundation on which mental health counseling is practiced in the state of Louisiana.

The 2011 3-day training sessions to become a Board Approved Supervisor are as follows: 

The North Louisiana sessions will be conducted at the Holiday Inn Express @ exit 86 off of I-20 in Ruston, LA on:

 Winter - Jan 22, 23 and Mar 12,

Spring – April 16, 17 and May 21, 2011,

and Summer - Aug 6, 7, and Sept 10, 2011.

The South Louisiana sessions will be conducted at the Holiday Inn @ exit 177off of I-10 in Gonzales, LA on:

 Winter – Feb 5, 6, and Mar 19, 2011,

Spring – April 30, May 1 and June 11, 2011,

and Summer – Aug 13, 14, and Sept 24, 2011. 

A 3 day training to become a Board Approved Supervisor has been added in Lafayette and will be held at the Quality Inn, 2216 Evangeline Thruway on:

Feb 19-20 with a third session to be determined at the first two sessions 

A Fall session may be added in both areas and I am seeking space in Lake Charles and Alexandria.

ALL sessions begin at 8:30 am.

REPORT BY DISCIPLINARY COUNSEL

Public matters are reported to protect the public, inform the profession and deter misconduct. Pursuant to the Administrative Procedures Act, in order to more fully fulfill its reporting requirements, the LPC Board recently decided to utilize a new format for reporting disciplinary matters. Please note the new format in the paragraphs that follow. The cases reported herein reflect disciplinary actions taken during the past year (2009-2010).1

Decisions

Jerry Estaville, Reeves (2009/10-6) Consent Order requiring six (6) additional hours of continuing education units on the subject of ethical issues in counseling, additional fifty (50) hours of supervision and payment of legal costs. Summary: Respondent, LPC counselor intern No. 4474, exhibited unprofessional behavior while conducting counseling. Respondent was found to have violated the LPC Code of Conduct.

Karl Van Frusha, New Orleans (2009/10-12) Consent Order requiring three (3) additional hours of continuing education units on the subject of ethical issues in counseling, placed on six (6) months of probation and payment of legal costs. Summary: Respondent, LPC License No. 2192, practiced, advertised and represented himself as a LMFT without having received proper certification; allowed LPC license to lapse. Respondent was found to have violated the LPC Code of Conduct.

LPC Training to Become an LPC-S

LCA will offer a training or LPCs to become LPC-S June 10-11 with the third day of the training July 16, 2011.  25 CE contact hours will be offered. This training will take the place of the workshop normally offered at the conference. The trainers will be Dr. Paul "Buddy" Ceasar and Dr. Peter Emerson. The location will be the Counseling Center at Southeastern University. Tuition will be $150 for LCA members and $250.00 for non LCA members. Registration limited to 20 participants.
