The meeting was called to order by G Bockrath at 1:00 p.m. A roll call was taken and a quorum was present. Board Committee Meetings were from 9:00 a.m. to 12:45 p.m.

Financial Report
No financial report for October and November. The Board reviewed the Amended Budget FY 07/08 and Approved Budget FY 08/09. J Williams moved to accept the Amended Budget FY 07/08 and Approved Budget FY 08/09. Seconded by A Williams. Approved, no abstentions.

Committee on Correspondence - L Falcon
The Board reviewed several items of correspondence and directed staff as to appropriate responses.
One item for discussion was the Mental Health Consumers’ Rights, document and what to charge for an additional copy. C Gagnon made a motion to charge $25.00 for a duplicate of the Mental Health Consumers’ Rights document. Seconded by L Pearlmutter. Approved, no abstention.
AdHoc Committee on Rules – A Cole, L Falcon, C Gagnon, A Williams
C Gagnon reported he spoke with L Falcon and she would like to see if the Board would consider putting the definition of counseling degree back in or keep it in the rules. Also further clarifying that we do not license other disciplines such as Clinical Psychology and Clinical Social Worker. The Board will review the changes at the January Board meeting.

Report of LAMFT Liaison - L Pearlmutter
The LAMFT conference is February 7-9, 2008 in Baton Rouge and the Board Members going to the conference need to get their registration forms in to the Board Office. Also, LAMFT will be changing officers.

Ad Hoc Committee Supervision - Supervision Task Force – T Moore, V Triplett,
C Gagnon, A Williams, L Pearlmutter
T Moore gave each Board member a packet with recommendations made by the Supervision Task Force. T Moore would like the Board members to read over the suggestions for discussion at the January Board Meeting. The Supervision Task Force was created by the Board to examine the current rules that govern the process of supervision for the licensure of Counselor Interns as LPCs and to make recommendations to the Board in regard to rule deletions, modification, and additions.
Ad Hoc Committee Impaired Professionals – L. Pearlmutter, J Williams, S Adams
The committee had a draft ready for the Board to review. The committee used the Social Worker policy as a basis for their draft. The committee would like the Board to look over the draft and discuss it at the February meeting. L Pearlmutter would also like to share this at the LAMFT meeting at the end of the conference.

E Boeneke provided a copy of the contract between NBCC and the Board for the Board to review. G Gagnon made a motion to designate E Boeneke to designate the contract. Seconded by R Dufrene. Approved, no abstentions.
AASCB Conference
Registration for the AASCB Conference has been sent in and the date of the Conference is January 10 – 12 in New Orleans, LA. The Board decided to put together a Glory Basket to be auctioned at the conference. G Bockrath and E Boeneke will get the products for the basket. The two voting delegates for the conference will be G Bockrath and R Dufrene.

Professional Counselors Job Series
The Board received an email from Ben Mercer, Human Resources Consultant with the Department of Civil Service in response to the Board’s letter to Civil Service requesting changes by made to some of the language in the Minimum Qualifications section of the Professional Counselors series and would like a response to the changes made. After much discussion the Board agreed they would like to have Addictive Disorder Regulatory Authority removed from the Minimum Qualifications of the Professional Counselor Job Series. E Boeneke will respond to B Mercer requesting those changes.
Counseling Without A License
R Dufrene expressed concerns about persons counseling without a license and would like some input from the Board regarding these situations. Board members expressed their thoughts on this and would like to continue the discussion.
